The Strategy for the Integrated Territorial Investments for the Warsaw Functional Area 2014-2020+

Under the measures for the integrated development of Greater Warsaw and the joint acquisition of EU funds under the Integrated Territorial Investments instrument, a draft Strategy for the Integrated Territorial Investments for the Warsaw Functional Area 2014-2020+ was drawn up. The document is a response to the challenges faced by local government entities resulting from the increasing importance of urban functional areas in the national and EU policy. The Strategy for the Integrated Territorial Investments for the Warsaw Functional Area 2014-2020+ is a document which indicates projects planned for implementation within EU funds designated in the RPO MV for the ITI instrument and for complementary projects supporting the achievement of the Strategy’s objectives. The Strategy for Integrated Territorial Investments for the Warsaw Functional Area 2014-2020+ is also an implementing document for the strategy for the development of the Warsaw Metropolitan Area.

The following external and internal factors influenced the subjective scope of the Strategy for the Integrated Territorial Investments for the Warsaw Functional Area 2014-2020+:

»        the objectives for implementing Integrated Territorial Investments in Poland identified in the Partnership Agreement,

»        the potential scope of support specified in the Partnership Agreement (including the specific characteristics of the Mazowieckie Voivodeship as a better developed region) and the Regional Operational Programme for the Mazowieckie Voivodeship for 2014-2020,

»        the vision of utilising the ITI instrument by the signatories of the Communes’ agreement on cooperation in the area of implementing Integrated Territorial Investments in the EU financial perspective for 2014-2020,

»        funds designated by the EU for the implementation of the ITI instrument (including the division of funds into specific EU Investment Priorities arising from including the Mazowieckie Voivodeship in the category of more developed regions).

The allocation amounts to EUR 167,078,706 under the ROP MV 2014-2020, supplemented with IEOP 2014-2020 funds equalling EUR 271,244,490.

In Q3 2018 another update of the Strategy for the Integrated Territorial Investments for the Warsaw Functional Area 2014-2020+ was performed.

The update is a result of resolutions passed during the 18th meeting of the Steering Committee of the WFA ITI on 12 February 2018 (Resolution No. 20 of the Steering Committee of the WFA ITI on shifting the funds from Submeasure 3.2.1 Economic promotion under the ITI to Submeasure 4.3.2 Urban mobility under the ITI and Resolution No. 21 of the Steering Committee of the WFA ITI on shifting the funds from Submeasure 10.3.3 Educational and occupational counselling under the ITI to Submeasure 10.1.2 General education under the ITI). Furthermore, there was a necessity to adjust the provisions of the Strategy for the WFA ITI 2014-2020+ to the programme documents, i.a. changes in the ROP MV 2014-2020.
